The government may use advanced surveilliance equipment to keep its citizens scared, but the tactics are centuries old — pitting small groups of citizens against one another in hopes that their hate keeps them from unifying. In a way, the Districts are almost like feudal manors, all loyal to the same central power but in no way loyal to one another. And like that old-fashioned system of government, Panem has some other, darker practices at its core.
Panem is a funhouse mirror version of the U. There are also the Avoxes, mute household servants who are made to do domestic work after breaking the strict Panem laws. This could be inspired by a number of real-life analogues, from European indentured servitude to strict punishments in ancient Middle Eastern cultures. Collins pulls from historical injustices rather than inventing new ones. There are no named District 9 tributes, victors, or residents in the Hunger Games books or films, but it's believed the victors of District 9 helped Katniss and Peeta escape the 75th Hunger Games arena.
Not too much is known about District What has been confirmed is District 10 is one of the smaller districts operating in the former American Southwest, including parts of Texas, New Mexico, and Arizona. The residents of District 11 were responsible for supplying all of Panem with cotton and grain. In spite of the abundance of resources grown and shipped across Panem coming from District 11, the Peacekeepers were notoriously strict in the district, leading to citizens who were impoverished and malnourished. District 12 is located approximately in the northern Appalachian mountain region in the former Eastern United States. With a population of approximately 8,, the district is impoverished with many locals forced to hunt for their food, make their own clothes, and live on scraps from the Capitol.
District 12's primary industry is coal mining, which makes sense considering the district encompassed what was once West Virginia, Pennsylvania, Virginia, and Maryland. Gale Hawthorne, Katniss's close friend and District 12 resident, also becomes a renowned figure for his role in the Second Rebellion. District 12 was bombed after the 75th Hunger Games, which saw Katniss and Peeta break the rules of the games and destroy the arena.
District 12 managed to rebuild and grew stronger throughout the Second Rebellion. After the rebellion, District 12 changed industries, switching from coal mining to the production of medicines. Before the Capitol struck it down during the Dark Days, District 13 was known primarily for its manufacturing of nuclear weapons. It's interesting nuclear weaponry was District 13's main industry when the district is located roughly where Maine, New Hampshire, Vermont, and Massachusetts once were; those states have never been known for nuclear weapons production.
Per Katniss's own memories of what she'd been told about District 13, graphite mining was also a big industry. In Catching Fire , District 8 refugees Bonnie and Twill correctly theorized District 13 was still inhabited and the people had taken refuge in underground bunkers. It's revealed in Mockingjay District 13 signed a non-aggression pact with The Capitol and remained politically independent from the rest of Panem for decades. The fence is always electrified so the citizens cannot escape, unlike District 12, where their fence is almost never turned on.
District 11 is divided in an unknown number of zones separated by sky walls and razor sharp fences. The riot that took place in the first film is also shown to have occurred in Zone B. In addition to the heavily guarded fence, the local government is known for being harsh and cruel; when Katniss and Peeta visited the district on their Victory Tour , they witnessed an old man being executed by Peacekeepers simply for whistling Rue's four note tune - though this may have been brought on by the fact that he instigated a public salute to the two victors, who had blatantly defied the Capitol to so that they could both win the Hunger Games.
Two more gunshots were heard afterward, suggesting that the Peacekeepers then turned on the crowd. Execution also seems to be a punishment for even minor offences: Rue mentioned that a boy named Martin was once killed for trying to keep a pair of night-vision goggles in order to play with them, even though he "wasn't right in the head" and didn't mentally understand what he was doing. If any worker was caught stealing crops, they were whipped in public, a common occurrence that Rue described the Mayor as being very strict on.
In general, the Capitol tried to keep a tighter grip on District 11 because its industry and products were vital to the Capitol's existence. In the films and books, District 11 is shown to be one of the most rebellious districts. Considering that its citizens are amongst the most oppressed and impoverished in Panem, this should come as no surprise.
In the film, District 11 had a huge riot following the death of Rue in the Games, after saluting Katniss Everdeen for her kindness and friendship. Near the end of Catching Fire, District 11 is one of the mentioned districts to have begun rebelling against the Capitol, and its transportation networks were seized by rebels.
After Katniss' speech in District 8, rebel forces in District 11 rallied and took control of the entire district.
